The Insuring Foster Youth Trust Fund ensures that older foster youth have equitable access to obtain their driver’s license and affordable auto insurance.
Disbursements from the fund can cover:
- 44 hours of supervised driving hours provided by an approved driver’s education agency AND/OR
- Up to 50% of the cost of a 6-month car insurance policy

Program Eligibility Requirements
To access the Insuring Foster Youth Trust Fund, young people must meet the following eligibility requirements.
- At least sixteen (16) years of age and not more than twenty-three (23) years of age
- Meets 1 of the following criteria:
- Is adjudicated a child in need of services (CHINS)
- An older youth in the DCS collaborative care extended foster care program or a participant in voluntary older youth services
Application Process
To apply for financial assistance with supervised drive time and automobile insurance the applicant must first:
- Apply online.
- Submit required documentation.
Important: Payment for driving hours or insurance policies will NOT be reimbursed. You must submit your application and document first before purchasing any policies. Payment will be sent directly to the driver’s education agency or insurance agency. No money will be sent directly to the driver.

- Proof of Automobile Ownership or Proof of “Authorization for Vehicle Use”
